Netherlands Gambling Authority streamlines license process with new limited option

The Netherlands Gambling Authority (Ksa) is introducing a new limited operating license to streamline its application process.
The Ksa has announced that it will introduce a limited operating license that only permits the operation of skill-based machines. The goal is to make it easier for those who only operate skill-based machines to apply for a license, hopefully streamlining the process and removing obstacles for both the Ksa and operators.
This new limited license has a shorter review process, meaning it can be approved and issued faster. The idea came from operators themselves, with those who only operate skill-based machines. Those who have both skill-based and gaming machines still need to apply for the older license with the longer review process.
“With this limited operating license, the Ksa is meeting a need in the gaming machine market,” said the Ksa in its press release. “Operators with only skill-based machines have indicated they would like a separate license, separate from the offering of gaming machines.”
The difference between the two types of slot machines is that a skill-based one doesn’t give out prizes for extra games or more time spent playing. Typically, they reward players for particular skills, like a pinball machine where reaction times make all the difference between winning and losing.
The wider gaming landscape in the Netherlands
With new gambling regulations in place since the beginning of this year and the Ksa warning of the growth of online illegal gambling spaces, the new streamlined approach will ideally speed up processes for both the regulator and operators.
The exact launch date for the new limited license application has not yet been confirmed, but the Ksa has promised that it will soon provide more information about the application procedure. Kambi signs multi-year agreement with Betnation to bring sportsbook to the Netherlands

Kambi’s Turnkey Sportsbook is coming to the Netherlands in a new multi-year agreement signed between Kambi and Betnation.
Kambi, known for offering a ready-to-use sportsbook to betting operators, has signed a new deal that would bring its offering to the Netherlands via Dutch online operator Betnation. The multi-year deal will see Kambi back up Betnation’s online sports betting services, handling the betting engine itself, trading and risk management options, and ensuring regulatory compliance.
Betnation already has an online presence in the Netherlands, having operated a regulated online casino since October 2022.
“Kambi’s reputation for excellence, cutting-edge technology and a commitment to regulated markets made them the natural choice as our new sportsbook provider,” CEO of Betnation Robert Schouten said in the press release. “Their technology and expertise will enable us to provide our customers with a premium betting experience that matches the high standards they already expect from our online casino product.”
Kambi has already partnered with more than 50 other operators around the world, with the company’s CEO, Werner Becher, stating that he’s “delighted” with the latest partnerships.
“As Betnation embarks on its next phase of growth, Kambi’s Turnkey Sportsbook solution offers the flexibility, scalability and performance needed to compete in highly competitive markets like the Netherlands, and we look forward to supporting our new partner’s success,” he stated.
Online betting in the Netherlands
The online betting space in the Netherlands is under close inspection this year, with the Kansspelautoriteit (KSA) raising concerns over the risk analysis process for online gambling in the country. This came after a study that showed that current systems meant to protect players are “not functioning properly.”
This led to renewed effort put into regulations, bringing about reduced player losses and improved protection for Dutch bettors. At a time when regulatory oversight is strong in the Netherlands, the appeal of a tried and tested operation like Kambi’s is clear.

Belgium’s Gambling Commission pushes regulatory reform in annual report

Belgium’s Gambling Commission (Kansspelcommissie) has used the publication of its annual report as a springboard to push for regulatory reform.
Commission president Magali Clavie opened the Kansspelcommissie’s report with a letter that underlines the need for regulatory reform in the country. She argues that delaying any further puts Belgium behind the curve when compared with other European countries.
This comes as the report shows evidence of growing participation in gambling and betting, as well as a greater need for the regulator to step in on licensing and advertising issues. The rising interest is especially felt in online spaces, while land-based casinos are flagging.
Specifically, Clavie calls for regulatory oversight to be transferred to the Minister of the Economy. This has already been discussed as part of the January 2025 reform plan, but Clavie is highlighting the urgency to act now, stating that “too much precious time has been wasted”.
“The new government agreement finally offers a glimpse of new perspectives,” Clavie wrote. “May this reform allow the Commission to grow and adapt to the market it regulates, in a modern way like our European counterparts.”
On LinkedIn, Clavie added: “I enthusiastically welcome this first step, hoping that it will make it possible, as quickly as possible, to strengthen the Gaming Commission in its role as an independent regulator of the gaming sector, which is essential for both the sector and players.”
Main takeaways from the Kansspelcommissie’s annual report for 2024
Digging into the details of the report itself, 2024 saw a 37.4% increase compared to 2020, with the total number of daily average active players reaching 155,643. Also within 2024, 193,342 new player accounts were created, highlighting a 15% annual rise.
When it comes to enforcement from the regulator, the Commission reported investigations into 101 unlicensed operators in 2024. Sanctions grew more serious, with the regulator issuing 133 sanctions, including 66 fines totalling €4.6 million ($5.3 million). That’s almost four times more than the year before.
Gambling-related harm also played a key role in the report, with a total of 56,458 people registered on the Excluded Persons Information System (EPIS). Around a third of that number have self-excluded, while the rest are barred due to external circumstances like debt arrangements or legal rulings.
