50 attorneys general plea for DOJ to crack down on illegal offshore gambling

The U.S. Department of Justice (DOJ) received a petition from 50 attorneys general to crack down on illegal offshore gambling.
The news was part of a release by the National Association of Attorneys General as a coalition, and as a letter addressed to U.S. Attorney General Pam Bondi, urging that the DOJ take decisive action.
DOJ receives Attorney General pleas
The coalition of attorneys general has asked the DOJ to enhance its punitive and investigative efforts against bodies that operate outside the borders of American soil. These unlicensed operators can masquerade as legitimate enterprises, catching consumers off guard.
The letter and the release focus on these operators who fail to pay state taxes or adhere to the stringent regulations in place for licensed operators. There is also a significant shortfall that states have to shoulder in taxable revenue generated from consumers in their respective jurisdictions who are risking their information and personal data with an illegal betting operator.
According to the release and the letter, this equates to “estimates suggesting that illegal online gaming may exceed $400 billion in annual volume, resulting in more than $4 billion in lost tax revenue for states.”
Readwrite reported earlier this year (July 2025) that the Sports Wagering Council (SWC) of Tennessee has issued $250,000 in fines to five illegal offshore gambling operators.
“Consumers in Tennessee need to be aware that illegal operators will gladly take their money and personal information, and if a consumer does business with an illegal book, they give away their information to criminals,” said SWC Executive Director Mary Beth Thomas.
Coalition lays out its concerns to the DOJ
The coalition laid out its concerns to the DOJ, which include the pursuit of injunctive relief under the Unlawful Internet Gambling Enforcement Act to block access to illegal websites and associated payment systems across America.
In addition to the enforcement of digital actions against illegal operators, the coalition urged the collaboration of state authorities, financial institutions, and payment processing providers to “disrupt the financial infrastructure supporting illegal gambling.”
Their plea also included that the assets of illegal operators be at the mercy of seizure. These include items that could be used in the operation of an illegal gambling outfit, such as servers, domains, and financial proceeds.
As we reported, a recently published gambling study by The Campaign for Fairer Gambling and Yield Sec provided statistics that indicated that 74% of all gross gambling revenue in the US finds its way to offshore gambling platforms.

Bally’s announces brand new Nottingham Forest partnership

Bally’s Entertainment (Bally’s) has announced a new deal with English Premier League club Nottingham Forest (Forest).
The deal will see the gambling brand’s logo emblazoned on the front of the home and away kits worn by Forest in the new Premier League season.
Bally’s teams up with Forest
Nottingham Forest are coming into the new season off the back of a spectacular end to the 24/25 installment. Coach Nuno Espirito Santo inherited a team that was adrift in the English top flight, and the media dashed their hopes before a spectacular rise up the table, inspired by the Portuguese coach.
Seventh-place might not seem like much to the untrained footballing eye, but Nuno and the red-clad team were challenging for a top-five place for most of the season and narrowly missed out on the coveted Champions League places. Forest also beat eventual winners Liverpool on their home turf, overcame Manchester City 1 – 0, and toppled Manchester United home and away.
This would be a season to remember for the former back-to-back European champions and marked the highest placed finish for the Nottingham club since the days of Frank Clark’s 94/95 squad, who finished third.
Nottingham Forest owner Evangelos Marinakis said of the deal, “I would like to welcome Bally’s Corporation to the Forest family. We are on a special journey – we are determined to keep achieving incredible things and strengthening our global partnerships is an important part of this.”
Bally’s deal marks Forest’s return to European football

The deal also comes at the start of an exciting path for Forest as the club will compete in European competition for the first time since the aforementioned Frank Clark-led team.
The City Ground will be sporting the Baly’s Bet branding as well as the shirts rubbing shoulders with some of Europe’s top teams.
“Partnering with Nottingham Forest, an iconic club with a proud history and passionate fanbase, is a natural fit for us. We’re excited to bring our global brand to the Premier League stage, introduce new audiences to the club, and collaborate on initiatives that make a meaningful impact both locally and internationally,” said Robeson Reeves, the CEO of Bally’s.

AGCO announces new charitable lottery licensing policies

The Alcohol and Gaming Commission of Ontario (AGCO) has announced new changes to existing policies for charitable lotteries.
The updates have been made to align with existing charity lottery products and remove caps on seller commission and prohibition. This is, according to the AGCO, to create an outcomes-based regulatory approach.
The focus of these policy changes is on integral AGCO-governed elements such as the Lottery Licensing Policy Manual, Raffle Licence Terms and Conditions, and Media Bingo Terms and Conditions.
AGCO makes changes to charity lottery products
The key changes allow licensed Canadian charities more autonomy when striking agreements such as commissions with sellers and weigh the cost of entering into business with a provider based on the services they receive.
This autonomy, says the AGCO statement, will allow a situation where “charitable organizations will have greater flexibility to make decisions that best serve their fundraising objectives.”
AGCO is strict on charity lottery requirements
The AGCO has set out some clear boundaries that must be adhered to by licensed charities. These include approval for other expenses incurred under their license agreements, keeping up-to-date records, and retaining receipts for and commission paid to sellers for their services.
This is to ensure that the AGCO can audit a charity that has a link to a lottery service or vendor at any time, as per their policies, the Criminal Code, and anything concerning conducting and managing a charitable gaming scheme.
Charities must also only operate their charity lottery or fundraising attempts through any service akin to a lottery within the confines of Ontario.
In related AGCO news, the regulator has had a busy 2025 enforcing a crackdown on both illegal gambling and promotional offers that don’t meet the standards expected of a licensed operator.
As we reported, the AGCO was stern when taking on a swathe of lottery machines in Ontario that were branded as Prime Slot. Many people in the Greater Toronto Area (GTA), including retailers, were shocked to find the machines were, in fact, unlicensed and illegal.
Further to the action against the branded slot machines, in July 2025, the AGCO also handed out a heavy $54k fine to Well Played Media. The fine came into force when Casino Days, a product run by the gambling operator, was reportedly advertising a welcome offer that was “deceptive” according to the AGCO.

Intralot statement details Maryland lottery bid rejection

Intralot, one of the biggest betting names in the United States, has released a statement surrounding the rejection of the Maryland lottery contract award.
Shareholders and investors were contacted with official news that the Maryland State Lottery and Gaming Control Agency (USA) pulled the deal that was awarded in July 2025.

Intralot posted their statement, stoically stating that the bid was “financially sound”, in what was a straightforward bidding process. The release goes into little details about the rejection, but says it was based “on the alleged failure to meet the minimum required percentage of subcontracting to local subcontractors.
Earlier this year, in July 2025, Readwrite reported that Intralot had been successful in their bid to take the Maryland lottery contract forward.
It has not been disclosed, but several vendors would have been required to manufacture the counter terminals and self-service vending machines to sell tickets at 4,300 Maryland Lottery retailer points of sale.
Intralot would also need to have procured the software or enlisted the help of third-party contractors or subcontractors to enable the smooth running of the lottery system. This would include the system’s sales and accounting functions that are required of a complicated lattice of financial transactions involved in a system like the Maryland Lottery.
The contract was also set in place for Intralot to provide this service for a decade, with a possible extension of five years.
At the time of writing, the Maryland contract award also coincided with an Intralot company release. It boldly stated that “As part of its proposal to the State, INTRALOT has engaged nine local business enterprises (MBE) to service the Maryland Lottery contract.
“Historically, vendors have used fewer MBE partners, but INTRALOT believes its new approach will create far greater opportunities for local communities.”
So something has gone awry in the finer details, according to the Maryland State Lottery and Gaming Control Agency (USA), to terminate the contract award, despite the successful $260,393,946 contract amount being approved.
Intralot closed its company statement, saying it “reserves all its legal rights and intends to pursue every legal remedy available to protect the interests of its shareholders.”
