EGBA “urges” delegates to vote on its markers for harm measure

The European Gaming and Betting Association (EGBA) has sent out a new press release that “urges” officials to vote yes on a landmark vote that could help with harmful behaviours around gambling.
The “standard for markers of harm” is an initiative in the works since 2022, between the EGBA and European Committee for Standardisation (CEN). With the markers for harm in place, it would allow for analysis on a more granular level to weed out harmful tactics from online gambling, as well as “enabling early intervention and harm prevention”.
The markers that the EGBA wants to monitor are changes in speed, time, and duration of play. These are all pieces of data that can help inform interventions should a risk be presented for the gambler.
In the press release, the EGBA states that they’ve already gained support from other bodies around the EU. This includes the Gambling Regulators European Forum (GREF). Other individuals who back the move include “academics, gambling regulators, operators, harm prevention professionals, and other key stakeholders”.
EGBA Secretary General speaks on vote
Speaking in the press release, Maarten Haijer, Secretary General of EGBA, said:
“The vote represents a milestone moment for safer gambling in Europe.
“This EGBA-proposed initiative demonstrates precisely the kind of collaboration we need more of – bringing together stakeholders to share knowledge and experiences to create something for the common good.
“We call on national delegates to approve the important standard, which will contribute to a better understanding of problem gambling behaviour and support more effective harm prevention across Europe.”
It’s now on delegates involved with passing the idea, which, if it were to be finalized, it’s expected that CEN would launch it in early 2026. EGBA makes sure to mention that the telemetry tracking will be optional, so it would be up to the operators to integrate the standard into their business.

MGM Resorts executive shuffle sees Ayesha Molino and Gary Fritz get big promotions

MGM Resorts International is having a bit of an executive shuffle. Two new hires have been slotted into the Chief Commercial Officer (CCO) and President of MGM Digital, as well as the Chief Operating Officer (COO) roles. Ayesha Molino will be taking on the COO role from January 1, 2026, while the new CCO, Gary Fritz, will begin immediately.
MGM Resorts’ current COO, Corey Sanders, plans to retire at the end of the year after working with the company for 30 years. He’s been in the COO role since June 2010, and originally started at the company as a tax director after a career as a tax specialist at an accounting firm. He had become the CFO of MGM Grand after three years.
Ayesha Molino’s COO credentials
Ayesha Molino’s career has been a little more on the political side. Between 2005 and 2017, Molino was involved in government departments during the Bush, Obama, and the first Trump administrations.
Her earliest work in government was as an attorney for the Office of Chief Counsel for International Commerce. She eventually worked alongside now-dead US Senator Harry Reid until 2017.
Since then, she has been with MGM Resorts International in a trio of roles. From 2017 to 2021, she used her background for her role as Senior Vice President for Government Affairs, moving to Public Affairs, and now will be taking over the COO role of MGM Resorts after some time as President and COO of ARIA and Vdara resorts.
Bill Hornbuckle, President and CEO of MGM Resorts, said this about the upcoming change of guard for the COO role:
“Ayesha is an exceptionally gifted strategic thinker and operator who excels at managing through complexity, earning her the respect of her colleagues and peers throughout the company.

Gary Fritz takes MGM CCO role
Fritz, the current CCO and President of MGM Digital, has a storied career, working at Rakuten, TripAdvisor, Expedia, and McKinsey & Company. He was also the Head of Gaming for IAC.
On Fritz, Hornbuckle said:
“Gary has been instrumental in establishing and advancing our digital strategy through acquisitions, strategic partnerships and organic expansion of our BetMGM brand into new international markets like Brazil.
“He is a visionary leader with keen insights and instincts, and his new role will bring together all of Digital plus Gaming, Marketing and Advertising as we look to accelerate our omni-channel strategy and unlock significant growth in digital and iGaming.”

Nassau County police officer arrested after spending colleague’s cash on gambling, OnlyFans

A Nassau County police officer, in New York, has been arrested after it was uncovered that he had stolen $200,000 from another officer for gambling, OnlyFans, and other personal usage. The accused, Leonard Cagno, 39, from Oakdale, has been charged with second-degree Grand Larceny for the crime.
Between February 2024 and June 2024, Cagno worked with the owner of BW Media Consulting, LLC. The pair solicited investments from the other cop, who hasn’t been named, while they were “recovering from a serious illness.” That cash, the reported $200,000, was instead used for the following:

OnlyFans
Gambling
Buying a vehicle
Paying off credit card debt
Payments on his home
Eating out

For those unaware, OnlyFans is a subscription-based website that users can access adult content through. Users subscribe to individuals on the site to receive that content directly, but will often have to pay additional fees for further access.
According to the press release and investigation, Cagno then spent the $200,000 “within” two months. His arrest came on September 17, and he will be in court on October 22, 2025. He was released by the judge overseeing the case due to it being “non-bail eligible under current New York State law”.
Nassau cop “preyed” on colleague to fuel gambling expenses
Quoted in the press release, District Attorney Tierney said:
“The allegations here represent a shocking abuse of the essential trust that exists between fellow police officers.
“This defendant is alleged to have preyed upon that trust for his own financial gain, and in so doing, violated one of the most important bonds in law enforcement.”
The Suffolk County District Attorney has put the call out for anyone who believes they might have been victimized by Cagno to call them on: (631) 853-4626.
This comes just months after another Nassau County ex-cop was accused of “selling his badge” to the local mob. Hector Rosario was eventually found out after lying to the FBI about his connections to the Bonanno crime family.

UK Gambling Commission report explores motivations behind illegal online gambling choices

Britain’s Gambling Commission has published the first report in a new series on illegal online gambling, looking at why people choose unlicensed websites and how they use them. The report, called “Illegal online gambling: Consumer awareness, drivers and motivations,” was put together with Yonder Consulting to get a better understanding of how consumers interact with these sites.
The research paid attention to four main groups of people who turn to unlicensed platforms. Self-excluders, Skilled Advocates, Social Explorers, and Accidental Tourists are described as having “varying awareness levels of engagement with illegal websites, different entry pathways into the websites, and motivations for using them.” Over the past year, the UK’s online gambling revenue jumped 7% in Q4, with other key numbers also climbing, according to data from the commission.
Gambling commission report finds players lacked awareness over black market sites
One of the main issues raised by the regulator is that many people are not aware of illegal operators. The report showed that most players had very little knowledge of unlicensed sites, and some admitted they were unsure how to check if a company actually held a licence.
A woman between the ages of 55 and 64, who described herself as a self-excluder, explained: “I didn’t care who I was gambling with, I just wanted somewhere where I could play slots.”
A ‘skilled advocate’ aged 25 to 34, talked about what drew him to online communities: “I like to follow the conversation and see what people are recommending on Reddit. You never know what new thing someone might find to try.”
Social Explorers tend to rely on peer trust before committing money. As one respondent put it: “I’m okay with using these sites. As long as I know they work and I know my friends wouldn’t recommend a site if they hadn’t tried it first.”
Accidental Tourists, however, often do not realize they are using unlicensed operators. One said: “I didn’t realise these sites might be unlicensed. I didn’t even think about their being UK based or otherwise.”
The report makes it clear that most users don’t completely walk away from licensed operators. “Engagement with illegal gambling websites is typically supplementary rather than exclusive, with most illegal gambling website users reporting favouring spending time or money on licensed websites rather than on illegal websites.”
People are often motivated by things like better odds, different payment options, and fewer restrictions. Some also turn to unlicensed platforms in order to “circumvent protection measures such as self-exclusion.”

However, SharpBetting co-founder Chris Fawcett criticized the report. Writing on X, he said: “Increase regulations and the black market grows. Before the anti-gambling lobby started and the Gambling Commission decided 0.4% problem gamblers was too high, the use in the UK was tiny.”
That said, the commission says this is just the start of its work to monitor illegal gambling behavior. It has promised more research through the Gambling Survey for Great Britain and suggested it may also launch a public awareness campaign: “Our overall goal is to continue to build an evidence base that includes understanding the consumer perspective… This will help us understand better the areas of this issue which require regulatory action.”

Honolulu police bust another illegal gambling backroom

Honolulu Police in Hawaii have busted an illegal gambling ring, confiscating 16 machines and reportedly over $5000 in cash. The anti-gambling operation happened on Wednesday (September 17), and was a joint move by Narcotics Vice, the District 8 Crime Reduction Unit, and Specialized Services Division.
In June, Honolulu mayor Rick Blangiardi introduced three new bills to curb backroom gambling. Bill 11 fines the individual for the devices themselves, with anything under 20 machines counting as a misdemeanor, but if caught with more than that, it’s a felony.

Bills 12 and 13 empower the police and landlords by allowing for harder crackdowns and for landlords to summon police to root out backroom gambling from their properties.
Also in June, Honolulu police raided another backroom gambling ring, this time in Pearl City. This was again under the 20 machine limit, with 16 machines recovered from the scene.
Honolulu bust highlights strict Hawaii laws
Hawaii is one of the strictest states in the US when it comes to gambling. There is currently a push and pull between officials and the public over allowing online sports gambling, which is now headed to the state’s senate. It’s not clear if it will pass fully as of yet, but Governor Josh Green has said that he wouldn’t veto the bill.

One critic of the bill called it “a turd” in a letter expressing their dislike of the idea.
Hawaii is so strict, it doesn’t even have a state lottery, something you’d commonly find in other states with similar stringent laws.
The US has seen a huge rise in gambling in recent years, hence the governor’s semi-backing of a sports gambling bill. However, as states have allowed or disallowed gambling, bettors have found offshore or illegal methods to satiate their needs. A recent report found that 74% of gambling revenue heads out of the US, even if it is conducted within the country’s borders.
